Ceal Floyer was born in 1968 in Karachi, Pakistan. Floyer earned her BFA degree from Goldsmiths College in 1994. During her studies, she worked as a gallery invigilator.

In 1997, she moved to Berlin to pursue further studies at the Künstlerhaus Bethanien. That same year, she was awarded the Philip Morris Prize. Subsequently, in 2007, she received the National Gallery Prize for Young Art, followed by the Nam June Paik Art Center Prize in 2009.

Ceal Floyer exhibited her art at solo exhibitions at various venues worldwide, including Esther Schipper in Paris, goeben in Berlin, Lisson Gallery in East Hampton, Galleria Massimo Minini in Brescia, the University of Michigan Museum of Art in Ann Arbor, 303 Gallery in New York, and many more.

Floyer's artworks have also been presented in group exhibitions.
